Grace periods were an optional way to enforce this policy. This involved setting an inactive user's rights to expire after two weeks, rather than removing them immediately; this allows the inactive user to receive a notification, prompting them to return to activity and revert the changes made to their rights. They have now been replaced by an automated process.
