With the ability of any Steward to use CheckUser, a year is much too long for one to be inactive. Therefore, I propose the following: 1. Non system administrator stewards' maximum inactivity period is reduced to 6 months. 2. The 1 hour reclamation of rights period is increased to 3 days (72 hours).
