==Block review of Piccadilly==
==Inactivity for AFAs==
Should inactivity for [[Test Wiki:Abuse filter administrators|AFAs]] be measured in regular terms, or should it be measured by the last time an abuse filter was modified by an AFA, or perhaps even the last time a filter was modified to use a restricted action or a restricted filter was modified? I'd like to know consensus on this before I go and modify the [[TW: inactivity policy| inactivity policy]]. [[User:Justarandomamerican|Justarandomamerican]] ([[User talk:Justarandomamerican|talk]]) 23:20, 7 June 2024 (UTC)

I'd like to determine whether consensus believes that Piccadilly creating a blank talk page for a test page is worthy of a 3 month block from talk namespaces. In my opinion a block from talk namespaces is unneeded but instead a final warning, and a filter to warn upon creation of talk pages with a size under 256 bytes (a signature and a few words). For the record, this wiki is a test wiki, not the English Wikipedia, meaning people can test, and they aren't random talk pages, they are talk pages of test pages. [[User:Zippybonzo|Zippybonzo]] ([[User talk:Zippybonzo|talk]]) 11:16, 11 July 2023 (UTC)

:Abuse Filter Manager is less security-sensitive than Interface Administrator, which is entirely within Steward purview and generally accepted of at least 30 days of inactivity within relevant areas.
:I would suggest the 3 month time limit proposed by Tailsultimatefan3891 is sufficient, but would add that it would be activity within [[Special:AbuseFilter]], not ''any'' wiki activity. [[User:Dmehus|Dmehus]] ([[User talk:Dmehus|talk]]) 18:56, 18 August 2024 (UTC)
::However, if it is determined that an abuse filter admin made their latest active action editing an abuse filter, also an bureaucrat, and administrator, and inactive for at least 3 months regardless of abuse filter activity or wiki activity, then all rights would be revocated. {{Font|[[User:Tailsultimatefan3891|Tailsultimatefan3891]] [[User talk:Tailsultimatefan3891|talk]]<small>[[Special:Log/Tailsultimatefan3891|logs]]</small>[[Special:Contributions/Tailsultimatefan3891|contribs]]|font=Roboto}} 20:29, 18 August 2024 (UTC)

:::Fair point, Tailsultimatefan3891, but I'd still favour codifying that is limited activity within the AbuseFilter space, as we could eventually subsequently amend the inactivity requirements for Bureaucrat and/or Administrator to, say, 6 months (I'd probably favour keeping Bureaucrat at 3 months and increase Administrator to 6 months, though). Also, while unlikely, it's ''possible'' someone may ''only'' request the AbuseFilter Manager permission. [[User:Dmehus|Dmehus]] ([[User talk:Dmehus|talk]]) 23:49, 18 August 2024 (UTC)
::::I'm saying to increase steward inactivity to 9 months, because you said to increase Administrator to 6 months. :::::Steward activity is currently set at 12 months, though. I think that's fair. System Administrator used to have either no inactivity limit or a 12 month limit. I think it should have an inactivity limit, but 12 months is fair.

:Or possibly limit the creation to exclude certain words (I.e hello, hi, guys), also, blocking at the request of a steward is mad, as the stewards can block for themselves, they are sysops too and I'd like to see their name in the block log if they authorised the block, as you don't see MacFan telling someone else to update the wiki. ==Translations into Chinese==
Hi. I've been doing some translations lately and was wondering which variant of Chinese to translate to. Currently most pages are translated into regional dialects, such as zh-cn and zh-tw. What I think would be better is to translate only into zh-hans (simplified Chinese) and zh-hant (traditional Chinese) in order to reduce redundancy, as all Chinese dialects use one of the two character systems. Any thoughts? <span style="font-family:monospace;">'''<nowiki>'''[[</nowiki>[[User:CanonNi]]<nowiki>]]'''</nowiki>'''</span> ([[User talk:CanonNi|talk]] • [[Special:Contributions/CanonNi|contribs]]) 10:54, 11 July 2024 (UTC)

The process would check for accounts with the 'bot' permission and confirm whether or not the user page has content. Hello TestWiki.Wiki Community,

I am proposing myself for the system administrator position, to help keep the server running and configured as we would like it, as our current sysadmin isn't as active as they could be, and I think I could help supplement them. My experience consists of having a pretty good understanding of MediaWiki and some PHP, and I am pretty experienced with GitHub and SSH.

*{{Oppose}} -- I'm sorry to say it: To my knowledge, Zippybonzo is not (has not been) a steward or system administrator on a Wikimedia, Miraheze or other large wikifarm. On these wikis, you only become one after a thorough review and vote. To me, that is a hard requirement for a system administrator. SA has the unlimited power to shut down an entire wiki (database lock and unlock) block anyone and deny anyone user rights. Therefore, this right can only be granted to highly trusted users. At the moment, I am not convinced that Zippybonzo meets this requirement. Of course, technical competence is also very important. But I think that is secondary to the above requirement.  [[User:Drummingman|Drummingman]] ([[User talk:Drummingman|talk]]) 09:59, 5 August 2023 (UTC)
*:Just to be completely clear here, I am one of the most trustable users on this wiki, given my reputation on enwiki. Based on how you think technical competence is secondary to trust, I don't believe this vote is taking into perspective both the need of a sysadmin for this wiki, and other factors. I'm not one to usually interfere with the runnings of other wiki's, however, it's come to my attention that Zippybonzo was blocked here for some schenanigans that went on last week on another wiki. I don't see a policy in place where harmless pranks can result in a block here, and I'd like to call the community's attention to the block and ask that it be lifted.
While it really shouldn't have happened, generally speaking I don't see off wiki conduct (like a prank) needing something as significant as an indefinite block labelled as a Steward action.
The user on the other end of the prank actually threatened Zippybonzo with violence, which resulted in an [https://thetestwiki.com/index.php?title=Special:Log&logid=111 indefinite block] on my TestWiki along with a lock of their global account. That conduct I can certainly see resulting in an indefinite block. [[User:Dusti|Dusti]] ([[User talk:Dusti|talk]]) 14:47, 7 August 2023 (UTC)
:I tend to agree with this assessment. Unless the off-wiki matter involves serious issues such as severe harassment or threats of violence, like noted above, I don't see how people's actions on one wiki should affect their standings on other wikis. :A prank requires the other party to laugh. Severely disrupting a wiki and then claiming it was a prank after the owner of said wiki repeatedly attempted to stop said disruption doesn't work. It's like playing a prank on the Wikipedia community as an admin by deleting [[Wikipedia:Barack Obama|an article on a president of the United States]] and then blocking [[Wikipedia:User:Jimbo Wales|Jimbo]]. This was intentionally inflicting emotional harm on (trolling) another member of this wiki, [[User:Cocopuff2018|Cocopuff2018]], and therefore I have no problem with the block. :::::I tend to agree with Zippybonzo on this point. I think each wiki should be a "fresh start" so to speak, where as long as a user doesn't cause any serious disruption on this wiki, they shouldn't be blocked based on off-wiki matters. If we're going by the principle that Justarandomamerican suggests, then to be honest I would probably be blocked here as well because of issues from thetestwiki.org and Wikimedia. So why is it that off-wiki matters don't count against me but they do for Zippybonzo? ::::::No, because your issues do not involve trolling members of this wiki. In this case, it actually affects this wiki due to causing emotional distress to its contributors, and deserves a block. ===Proposal===
I have an idea regarding this block situation. I understand that some undesireable things have happened between Cocopuff and Zippybonzo, but maybe we can unblock Zippybonzo (with a steward's agreement) on the condition that any undesireable behavior here will result in a reblock? I think that's reasonable. I've been active here for quite a bit, and it's not really a great idea to have 1 active person taking care of most Steward maintenance tasks, so I volunteer to be the second. ==Non-steward oversighters/checkusers - alternate proposal==
{{Discussion top}}
:There is unanimity in one area of this proposal, and no consensus for another. There is unanimous consensus to allow non-Stewards to access the <code>suppressor</code> tools, but there is no consensus to allow them to access the <code>checkuser</code> tools. I will implement this myself through pull request within the week starting tomorrow (Sunday, December 3rd). <small>(involved closure)</small> [[User:Justarandomamerican|Justarandomamerican]] ([[User talk:Justarandomamerican|talk]]) 14:35, 2 December 2023 (UTC)
I propose allowing non-stewards to access checkuser/oversight tools, similar to the above proposal, but without the unblockable right. Being that the implementation of this could result in a lack of transparency with the community, I think that 2 additional groups should be added.

non-steward-suppressor:

With the following rights: suppression-log

Add groups to own account: Suppressor

Remove groups from own account: Suppressor

non-steward-checkuser:

With the following rights:

checkuser-log

Add groups to own account: Check user

Remove groups from own account: Check user

These users can be appointed by either:
1) Community consensus, closed by a steward
2) Steward consensus, at least 2 stewards support giving the right

A user may not hold both suppressor and checkuser rights, unless they apply for steward. [[User:X|X]] ([[User talk:X|talk]]) 17:13, 16 October 2023 (UTC)

==Block appeal==
{{Discussion top}}
::Though their behavior is utterly unacceptable (as an AuADHD person myself, it's no excuse), I have taken the advice from [[User:Dmehus|Dmehus]] below. [[User: Piccadilly|Piccadilly]], you are indefinitely prohibited from editing Test Wiki due to repeated sockpuppetry. If you wish to be unblocked, you must go through staff@testwiki.wiki, after '''at least''' a [[Wikipedia:Wikipedia:Standard offer| 6 month abstention from editing Test Wiki, using your main account or other accounts]]. At least 2 of the current 4 Stewards must endorse your appeal to be unblocked, and they have the discretion to forward it to the community instead. [[User:Justarandomamerican|Justarandomamerican]] ([[User talk:Justarandomamerican|talk]]) 03:09, 26 November 2023 (UTC)
Piccadilly sent this into the staff email address today: "The issues I have had on the wiki have been making random talk pages, using bad language in some of my edits, spamming random letters, and evading my block through IP addresses. I am not sure of all the reasons I thought any of that would be okay, but I do remember thinking at times "this won't hurt anything" or "I'll undo this right afterwards so nobody will even notice". I definitely should have been thinking more maturely or at least sensibly when doing any testing on the wiki.
If I am allowed back, I will be extremely careful in all my tests on the wiki. I also promise to adhere to any conditions that might be set for my unblock, including when I can ask for administrator and/or bureaucrat."
Are there any community objections or comments about her return? [[User:Justarandomamerican|Justarandomamerican]] ([[User talk:Justarandomamerican|talk]]) 23:31, 16 November 2023 (UTC)
===Proposal: Ban Piccadilly indefinitely===
I would like to propose a site ban of Piccadilly for an indefinite period of time, as the person who posted the block appeal and found CheckUser evidence. Piccadilly, you should take a break from wikis and prove you can stop socking. The fact that you used IPs to evade your block is utterly unacceptable, as you know the consequences of block evasion and sockpuppetry. You also seem to lack the ability to stop yourself, which is [[WP:WP:CIR|required]] if you want to be here, and you lacking it has caused severe disruption. [[User:Justarandomamerican|Justarandomamerican]] ([[User talk:Justarandomamerican|talk]]) 16:56, 17 November 2023 (UTC)

* '''Support''' as such behavior is really unacceptable. [[User:64andtim|64andtim]] ([[User talk:64andtim|talk]]) 08:43, 24 November 2023 (UTC)
* I don't know the circumstances that gave rise to their original block, or whether the block was imposed by a mainly testing permissions [[Test Wiki:Bureaucrats|bureaucrat]] or [[Test Wiki:Stewards|Steward]]. '''''If''''', and '''''only if''''', the original indefinite block was either (a) made by a Steward directly or (b) reviewed thoroughly and endorsed by a Steward, '''''then''''' I '''support'''  an indefinite block (you can call it a ''ban'', if you want, but I don't personally like the word ''ban'' as that implies permanence here and we also don't have a "site ban" policy (nor do I think we need one), provided it's a steward-imposed indefinite block/''ban'' that carries the community's endorsement but would '''oppose''' any sort of "community ban" as, fundamentally, I tend to oppose community bans for the following several reasons, notably:
*# Philosophically speaking, we elect amongst ourselves Stewards, whom we entrust to make these decisions. Each Steward has different criteria for effecting certain user control measures in terms of restriction, severity, and duration. Users are always provided an opportunity to appeal, then an uninvolved Steward should review the circumstances and decide whether the sanction is appropriate, restorative and protective but, crucially, ''not'' punitive. If we're to then second guess ourselves and defer to the community on every major user control decision, what is the purpose of Stewards after all?
*# This is more of a Test Wiki-specific reason, but Test Wiki's community, aside from several core users is transitory in nature. Users come and go frequently and often have to "follow the herd mentality" of a few in community discussions, which is not a substantive community [[w:WP:CON|consensus]]
*# I suspect the behaviour is more of Piccadilly's reversion to the mean of not being to help themselves. They're [[w:WP:AGF|good-faith]], have made positive steps in terms of reforming themselves and even been a constructive contributor for several months, but then they revert to non-constructive gibberish outside of their own userspace and clearly marked test pages. The sockpuppetry is more of a symptom of their self-disclosed ADHD + autism, in being frustrated by stewards not responding to their appeal. That's not to ''excuse'' it, but I ''do'' think it provides a mitigating circumstance
: In summary, subject to the conditions I described above, I think they need a clear break, so no objections from me in imposing a steward-imposed indefinite block/ban on Test Wiki, provided it's made clear that (a) the appeal venue is to <code>staff[at]testwiki.wiki</code> and to Stewards and  (b) that an appeal will ''only'' be considered after a reasonable break (of say, a minimum of 1 and maximum of 6 months) '''from date of last confirmed sock''' (note that each confirmed sock would reset the appeal date, which is why, in Piccadilly's case, a 1 month minimum block period can be the ''minimum'' sanction necessary; if they continue, it effectively becomes a longer block because the appeal date keeps getting pushed out, but, if they can keep their nose clean and steer clear, then they've shown they still have the capacity to '''follow direction''' from Stewards and, by extension, the community, which is ''always'' our aim). If the above is true, Justarandomamerican, please feel free to self-close this and impose the block/ban as such and make clear your appeal conditions, which could include appeal to a single steward alone or require support from a plurality of stewards (i.e., at least 50%). One of my pet peeves is that people are establishing the grace period for users' rights too early. People should wait a little longer to do it so that the day of the new grace period and expiration date are close to each other. Thus, I might revert the grace period that was added to [[User:London|London]]'s rights earlier today, despite the expiration date being entirely correct, but too far from today. But, with grace periods (PLUS CORRECTIONS) comes an [[Special:Log/rights|extremely clogged log]] so likely I won't this time.

Inactivity for AFAs

Should inactivity for AFAs be measured in regular terms, or should it be measured by the last time an abuse filter was modified by an AFA, or perhaps even the last time a filter was modified to use a restricted action or a restricted filter was modified? I'd like to know consensus on this before I go and modify the inactivity policy. Justarandomamerican (talk) 23:20, 7 June 2024 (UTC)Reply

I would choose when the last time some AFA modified a regular abuse filter (without restricted actions). Codename Noreste 🤔 Talk 02:18, 8 June 2024 (UTC)Reply

Would be at least 3 months at least I can suggest. Tailsultimatefan3891 talkcontribs 12:46, 11 June 2024 (UTC)Reply
Abuse Filter Manager is less security-sensitive than Interface Administrator, which is entirely within Steward purview and generally accepted of at least 30 days of inactivity within relevant areas.
I would suggest the 3 month time limit proposed by Tailsultimatefan3891 is sufficient, but would add that it would be activity within Special:AbuseFilter, not any wiki activity. Dmehus (talk) 18:56, 18 August 2024 (UTC)Reply
However, if it is determined that an abuse filter admin made their latest active action editing an abuse filter, also an bureaucrat, and administrator, and inactive for at least 3 months regardless of abuse filter activity or wiki activity, then all rights would be revocated. Tailsultimatefan3891 talklogscontribs 20:29, 18 August 2024 (UTC)Reply
I'm  Support with 3 months AlPaD (talk) 20:34, 18 August 2024 (UTC)Reply
Fair point, Tailsultimatefan3891, but I'd still favour codifying that is limited activity within the AbuseFilter space, as we could eventually subsequently amend the inactivity requirements for Bureaucrat and/or Administrator to, say, 6 months (I'd probably favour keeping Bureaucrat at 3 months and increase Administrator to 6 months, though). Also, while unlikely, it's possible someone may only request the AbuseFilter Manager permission. Dmehus (talk) 23:49, 18 August 2024 (UTC)Reply
I'm saying to increase steward inactivity to 9 months, because you said to increase Administrator to 6 months. Also, System administrator rights can be re-granted within 6 hours of revocation due to inactivity, and steward rights can be re-granted within 24 hours of revocation due to inactivity. Tailsultimatefan3891 talklogscontribs 13:12, 19 August 2024 (UTC)Reply
Steward activity is currently set at 12 months, though. I think that's fair. System Administrator used to have either no inactivity limit or a 12 month limit. I think it should have an inactivity limit, but 12 months is fair.
Administrator - 6 months
Bureaucrat - 3-6 months (I support either, but maybe prefer 3 months)
Steward - 12 months
System Administrator - 12 months
Interface Administrator - it's a steward-granted user group, so steward discretion applies, but generally speaking, the convention has been for 30 days of activity requiring the permission in MediaWiki or User namespace (i.e., other than their own userspace) Dmehus (talk) 18:56, 15 September 2024 (UTC)Reply
Doug and TUF, I believe this would best be another discussion on a new thread, given that we've already come to a consensus on AFA inactivity (3 months of no abuse filter related activity). Justarandomamerican (talk) 19:30, 15 September 2024 (UTC)Reply

Translations into Chinese

'''[[User:CanonNi]]''' (talkcontribs) 10:54, 11 July 2024 (UTC)Reply

Well I think you should translate into the more popular dialect The AP (talk) 12:01, 11 July 2024 (UTC)Reply
Honestly, I think that we should only do the two main variants of Chinese (Traditional and Simplified). Regional dialects complicate things.. Justarandomamerican (talk) 18:40, 11 July 2024 (UTC)Reply
I lightly and honestly will  oppose reducing the variants of Chinese. Tailsultimatefan3891 talklogscontribs 21:25, 14 July 2024 (UTC)Reply
For what reason? Regional dialects can be broken down into the two main dialects of Chinese. Justarandomamerican (talk) 20:20, 17 July 2024 (UTC)Reply
For some reason, variants of Chinese may be spoken may be many people, such as some people may speak a partial of Traditional and Simplified Chinese, they are multiple dialects of Chinese, 3 dialects of Chinese may be said by a person while others speak mainly only 1 dialect. Good afternoon, everyone.
I request a vote on the following proposal: When a bot is created, [[User:Sav/Templates/Emergency-user-block|this]] template could be automatically added to their user page. The process would check for accounts with the 'bot' permission and confirm whether or not the user page has content. If it does, the template would be placed at the top; if it doesn’t, the template would be placed regardless. The template is a quick and easy way to block bot accouts that may not be functioning properly. Thank you for your consideration. Sav • ( Edits | Talk ) 15:16, 21 July 2024 (UTC)Reply

@Justarandomamerican
You could try modifying the LanguageStatsSpecialPage.php file at line 84, where the cache assignment occurs, to handle the cache object
if ($cache instanceof Wikimedia\ObjectCache\BagOStuff) {
$this->cache = $cache;
} else {
// Handle error or set default cache.
}
But before that, check if the translation extension is compatible with the the MW version because of now-translation extension >= 1.42.0 The AP (talk) 17:24, 27 August 2024 (UTC)Reply

Even though not too much time has passed, I am still candidate as steward... Let's face it, there is simply nothing or hardly anything left for me to do and I rather could prove myself as steward than as bureaucrat! I could also help better as steward...

I hope for a chance... Justman10000 (talk) 17:38, 8 September 2024 (UTC)Reply

  •  Oppose We currently have 4 Stewards, with 2 being active (Justarandomamerican & Drummingman). Alongside this, your reasoning of Let's face it, there is simply nothing or hardly anything left for me to do and I rather could prove myself as steward than as bureaucrat! does not reflect a clear understanding of the Steward role. Instead, it suggests an interest in hat collecting, rather than having a clear understand of what a Steward does. Good luck with your request! Sav • ( Edits | Talk ) 09:17, 15 September 2024 (UTC)Reply
    As I wrote below, no steward, nothing to do! Justman10000 (talk) 11:21, 15 September 2024 (UTC)Reply
    You're clearly not understanding what a Steward does, Justman. You don't just apply for Stewardship because you are "bored" or "have nothing to do". Sav • ( Edits | Talk ) 11:29, 15 September 2024 (UTC)Reply
    No, but I would also do what stewards do Justman10000 (talk) 14:37, 15 September 2024 (UTC)Reply
    Besides, I want to be a system administrator! And since one said that it was helpful to be a steward first... Justman10000 (talk) 16:02, 15 September 2024 (UTC)Reply
    There is plenty to do without having the steward tools. You can continue to translate pages into German, which is of great importance. Test Wiki is multilingual, and your efforts are valued as a translator. You can fight the occasional vandalism and spam that comes through. Beyond non-test actions, you can also keep testing the admin and bureaucrat tools! See what you can do with them. Justarandomamerican (talk) 13:01, 15 September 2024 (UTC)Reply
    It won't take long, then I won't have anything left to translate either Justman10000 (talk) 16:01, 15 September 2024 (UTC)Reply
  •  Oppose I don't think that you understand the policies well, and Sav's point is also valid. Steward right is a right that requires great dedication and knowledge. It also requires the user to be trustworthy. LisafBia (talk) 10:00, 15 September 2024 (UTC)Reply
    If one don't try, one won't find out! And as I already said in my candidacy, as a bureaucrat I have nothing more to do! And just sitting dumb around is not the sence either. Justman10000 (talk) 11:20, 15 September 2024 (UTC)Reply
  •  Oppose and suggest a restriction for Justman10000 on opening another RfS that wastes volunteer/community time. This request shows a lack of understanding of the role of stewards and does not give me confidence in the candidate. X (talk + contribs) 16:38, 15 September 2024 (UTC)Reply

Grace periods

One of my pet peeves is that people are establishing the grace period for users' rights too early. People should wait a little longer to do it so that the day of the new grace period and expiration date are close to each other. Thus, I might revert the grace period that was added to London's rights earlier today, despite the expiration date being entirely correct, but too far from today. But, with grace periods (PLUS CORRECTIONS) comes an extremely clogged log so likely I won't this time.

Now that I think about it, I will probably retire from doing grace periods soon (most likely today), and I will try notifying users about their rights differently, via their talk pages two weeks before supposedly But this idea isn't final. Tsukushi (talk) 21:02, 8 September 2024 (UTC)Reply

We've had this system for a while and it's both fair and useful. No reverts should be made unless a Steward agrees with the decision, as up until now there have been no issues. Sav • ( Edits | Talk ) 01:43, 9 September 2024 (UTC)Reply
I think we should add a section to the inactivity policy about grace periods (how long they should be, when they should be set, etc.) I don't think we should retire the practice, as it's quite useful to both bureaucrats and users having their rights removed. Justarandomamerican (talk) 18:33, 9 September 2024 (UTC)Reply

On second thought, never mind. I going to stick with the practice as I still enjoy doing/using it. And about the inactivity policy, I agree. Tsukushi (talk) 16:44, 15 September 2024 (UTC)Reply

RFC: Adding a section to the inactivity policy on grace periods

I propose that the following section be added to the inactivity policy: "Grace periods are an optional way of enforcing this policy. Grace periods involve making the inactive user's rights expire in 2 weeks when they would have otherwise been removed in 2 weeks. It adds extra notification to the inactive user, who can always change their rights back." Justarandomamerican (talk) 18:14, 15 September 2024 (UTC)Reply
