:* If I may make a suggestion, it seems that option A is the best approach, as it requires the consent of multiple users before a removal procedure is initiated. I would say that option D seems to have the potential to lead to a number of disagreements and disputes. I understand that a similar confirmation vote was held on nlwiki in the past. (I was not yet a user on Wikimedia at the time.) I believe it was abolished there, partly because of the many disputes that arose from it.
