I would say it isn't so much as a ''new'' guideline, but rather one which has not been used consistently on Test Wiki, which governs itself very similarly to Public Test Wiki. I would say it would be fine to interpret it as a [[rfc:2119|recommendation]]. Basically, the idea is to use [[w:WP:COMMONSENSE|common sense]]. Obvious spambots or vandalism only accounts would be fine to block indefinitely, but established [[w:WP:CIR|competency is required]] users, the recommended best practice would be to guide, follow it with a warning, then a short block (or block(s)) of between a few days to a few weeks. If a longer term or indefinite block is needed, it should be referred to Stewards. I thought it would be helpful to add the clarification since bureaucrats may have different judgment levels of what is appropriate.
