In my experience, allowing account creations from open proxies/VPNs as well as anonymous editing for them usually causes trouble. There has been a NOPP in place at Miraheze since the beginning of 2017 and having a clear policy on the matter could be helpful and allow for routine soft blocks of VPNs and open proxies. While of course a policy likely won't stop trolls, it would make it easier to immediately soft block VPNs and open proxies once they are discovered.
