成為行政員的基本要求如下：

一位行政員或監管員如需給予特例，當以下任意一項成立：

行政員權限不得給予因此前濫用此權限而被去除的使用者，也不得給予被封鎖的使用者。無論哪種情況，使用者必須：
（一）請求監管員重新基於權限或解除封禁，或
（二）通過在社區中心的投票。
