This is to be able to add and remove rights; otherwise you have a system that is not foolproof. I honestly wonder if this is all well-thought-out now that I see these practical objections? We are a small community, this seems very difficult. A possible solution could also be, merge stewards and SA into the new users right 'Steward'.
