Now, if you really need these rights for testing reasons, you might try to ask Stewards, but they are NOT obliged to accept the request.
If you really must update CSS/JS pages, you may request the right at [[Test Wiki:Request for permissions|RFP]], but you will be subject to a security review by stewards.
