To be eligible for bureaucrat rights on Test Wiki, a user must meet the following criteria:

* Must be a [[<tvar name=1>Special:MyLanguage/Test Wiki:Users</tvar>|registered user]] as unregistered users cannot technically gain user rights.

* Must have made at least 10 edits on Test Wiki.

* Must have been an [[<tvar name=2>Special:MyLanguage/Test Wiki:Administrators</tvar>|administrator]] for a minimum of 4 days.

A bureaucrat or [[<tvar name=1>Test Wiki:Stewards</tvar>|steward]], as applicable, may make exceptions to this policy when one of the following applies:

* If a user had previously had bureaucrat rights, and had the right removed for a non-controversial reason, they may be granted the rights without meeting the above criteria again.

* A [[<tvar name=2>Special:MyLanguage/Test Wiki:Stewards</tvar>|steward]] may exempt a user they deem trustworthy from the above requirements.

Bureaucrat rights will not be granted to users who have previously misused the right, where that misuse resulted in the revocation of their bureaucrat rights. They also shall not be granted to a user who has been [[<tvar name=1>Test Wiki:Blocks and bans</tvar>|banned]] from receiving them. In either case, users must either

(a) apply to a [[<tvar name=1>Special:MyLanguage/Test Wiki:Stewards</tvar>|Steward]] to have the permission re-added or their editing/user restriction removed, as applicable, or

Users are restricted to holding [[<tvar name=1>Special:MyLanguage/Test Wiki:Bureaucrats</tvar>|bureaucrat]] rights on only one account. Violations will result in the immediate removal of excess rights, with users given the opportunity to select one account to retain such privileges. Exceptions may be granted by [[<tvar name=2>Special:MyLanguage/Test Wiki:Stewards</tvar>|stewards]] or other bureaucrats for [[<tvar name=3>Special:MyLanguage/Test Wiki:Bots</tvar>|bot accounts]].
