If you really must update CSS/JS pages, you may request the right at [[$1|RFP]], but you will be subject to a security review by stewards, who will confirm you have 2FA enabled on your account.

Now, if you really need these rights for testing reasons, you might try to ask Stewards, but they are NOT obliged to accept the request.
