Yes, they did [[:Special:Redirect/logid/31516|unblock themself]] despite [[Special:Permalink/22856#Regarding block I set|a formal warning]] not to do so. If there is no "final" warning yet, this will be the first one and the last one for them, as you say, after "having their permissions reinstated"; we don't recount warnings just because we gave them back some flags.
