Users blocked from chat are users who cannot access the Special:Chat page. Users are added to this group if they are abusive in the chat room. Note that if the user is a member of the "chat moderator" or "administrator" groups, these userrights need to be revoked before the user can be added into this group. This group should not be used for testing, and should only be used to stop disruption. Additionally, users should not be blocked from chat indefinitely.
