If you must report a user, do it at the community portal.
 
Report people misbehaving here and they will be taken care of.
 
Even if they're admins or bureaucrats here. Other admins and bureaucrats or stewards will look into the matter.
 
== Note to People Responding to Reports ==
In my experience, it's best to first warn the misbehaving person on their talk page, and only block (for a short time) if they keep being very disruptive. If you feel a block longer than a few hours is warranted, talk to a steward or another bureaucrat/admin about it.
