:::In a comment above, Sav, you mentioned that when the stewards or bureaucrats felt I was ready, I can appeal. I can't find anything that says only a steward can decide when I can appeal. Since a bureaucrat, X, thought I was ready, I think this appeal is valid, though I do understand that a steward does need to give permission before I can be unblocked. :::I'd also like to note that nowhere was it said that permission for an appeal to simply be posted was required by a Steward, TPA was recently regranted due to the minimal chance of disruption with it, and a genuine interest in improving and appealing.
