Specifically, the one-hour rights readdition clause only applies to Stewards and System Administrators, ostensibly chiefly because those roles require a successful community vote at [[Test Wiki:Community potal]]. As to whether someone must wait the standard hold period before readding <code>bureaucrat</code>, I'd say your understanding is also likely correct, but it's also common sense. Provided someone didn't lose their <code>bureaucrat</code> bit for cause or otherwise resign under a cloud of scrutiny, that seems fine. Hope that helps.
