* Procedurally, this proposal, though [[w:WP:AGF|good-faith]], is invalid as [[Test Wiki:Stewards|Stewards]] are the ''only'' community-elected, non-test administrators on Test Wiki. As such, the community has no capacity to restrict the <code>steward</code>, or even <code>sysadmin</code>, user group from having full access to the MediaWiki permissions toolkit. It's more than a bit bureaucratic (pardon the unintended pun) for a Steward to have to add a test user group (<code>bureaucrat</code>) to perform a non-test action related to the [[mw:Extension:Interwiki|Interwiki]] extension. Additionally, what if a user does ''not'' want <code>bureaucrat</code> permissions but ''does'' want to test the Interwiki extension? I have severe problems with requiring them to request a user group they do not want. I would, however, support amending the policy to require that interwiki administrators have the same level of trust as bureaucrats.
