- In this case, since this is request for right removed as inactive, I didn't confirm WMF CA. If I had noticed, I would have put this on hold and ask for stewards to handle/decline this.
- As AlPaD stated, there's no rule prohibiting users whose accounts other than this wiki is blocked from having rights. As long as User:Kiko4564 doesn't abuse their permission, further action(such as rights revocation) isn't required.

Comment: There is custom that BC is not granted unless the user has admin for 24h. So I don't do this for the time being. But it's not clearly stated in policy and I'm not 100 percent sure.
