Message definition (Test Wiki:Bureaucrat policy)
* If a user had previously had bureaucrat rights, and had the right removed for a non-controversial reason, they may be granted the rights without meeting the above criteria again.
* A [[$2|steward]] may exempt a user they deem trustworthy from the above requirements.
