This is the autoconfirmed icon.

Autoconfirmed users have the ability to: move files and pages, edit semi-protected pages, bypass the CAPTCHA, and ignore IP-based rate limits. All registered users are autoconfirmed unless it is revoked by the abuse filter. This is one of the six default MediaWiki user groups, see mw:Help:User rights and groups.
