Well, I see your point. We are a test wiki, so testing with user rights is part of the testing process. I don't think we should be too strict if people start giving themselves redundant rights. So I tend to say, "let them do it". As long as they don't grant bureaucrat rights to any alternate accounts (sockpuppet and bots), I think it's permissible to have unnecessary rights.
